The white dry patches are probably lichens and they don't need to be controlled. Lichens on the trunks and branches of trees and shrubs are a common sight and normal. They are a cooperation between a fungus and algae and do no harm to the plants they grow on as they are epiphytes (air plants) and take nutrients from fallen debris and water runoff.
