The castle was actually built by locals and forced laborers. However, it was ordered by William II of England.

The walls and the keep of Carlisle Castle were constructed out of locally found stone. The interior of the fortress consisted of combinations of wood along with the stone. In the 19th century, parts of the structure were demolished to salvage raw materials.
