I think in the puffle shop, in code there will be a sign with the answer. The code decipherer pops up next to your inventory when you scroll over it.
Those dots are the language for the blind called braille in order to decipher it either A get a decipherer from the internet or buy the Helen Keller book and look on the back there is braille right there its easy to understand.

so here's how to decode my code.
step 1=into solving 1
underneath the encoded message, as in each letter has a meaning for number, write it backwardswise, (example a=26 z=1)
step 2=into solving 2
write the backwardswise numbers, into letters.
step 3=begginer speech complex solution
then imagine in those letters in the group is 1 word for 1 group and if a word is too small for another you'll have to remember to put a dash into the complex word based array so that the group must make 1 letter. then so on to the other arrays, then back to the second letter of the complex or the complexed groups in the complex. then add them up into one big complex that would make your second word, then so on, but here's the tricky part of the complex, if you have like 6 letters or depending on how many words is how many letters is into one group of the complex. so it would depend how many words in the complex to how many a group into probably into alot of dashes.

I'm sorry this is hard to put in. it's like a computer-based system. the first letter of the group is really all of the first letters in the whole sentence.
step 6 =hard saying of the solving
if this is confusing you then im very sorry. but the second part of the group is the second letters of the whole group of the sentences. so really, each group = one demanding letter of each word in the supposing computer system. it does fit into arrays, but it is one of the letters of one of the words as so in the sentence. then lets say you run out of a letter because like, 'it' is bigger than 'awesome' really you would put it into dashes, just for fun, it makes the decipherer harder to understand. for a complex example, like a computer runs out of data for a flash hardrive, then it would just put nothing, because it didn't have any data to put into the flash hardrive because it's full of data so much that it can't process it. isn't this just a little complex of saying? but also the most complex thing about this is because how many words you have is much as in the array, is stacking forwardwise into the one letter of the system, so that if the one of the letters in the group would be 1 as in the one word of the whole complex. but if you run out, the dashes must be put in the system so that it would make sense but also confuse.
