Two factors:

1. Intensity - although the human eye is "quite sensitive", it is less sensitive than the highest-sensitivity photodetectors. Photodetectors can register light that is not visible to human eyes.

2. Wavelength - light waves longer than "red" light fall into the infra-red range and cannot be seen. Light waves shorter than "violet" fall into the ultra-violet range and likewise cannot be seen. Check Wikipedia for the actual wavelengths.

It was not too difficult to improve on the selenium photocells.

Nowadays we are spoilt for choice for types of photocells, up to sophisticated photomltipliers, and solid state detectors that have completely replaced film for astronomy recording material.
