The English equivalent would be 'cane'. The word 'rotang' itself comes from the Malay language (where it's called 'rotan'). It is still regularly used to administer legal punishment in Malaysia.

IN ADDITION: This type of punishment is illegal in South Africa.

The English word 'rattan' meaning woven cane is from the same Malay word.
