Older Grumman aircraft ( Tigers, Cheetahs) were fitted from the factory with an solid opaque fairing on the top of the rudder. On this fairing was mounted the rotating beacon it was exposed to the elements and the airstream.

On newer aircraft and older ones that were upgraded and retrofitted there is fitted a translucent red plastic fairing and inside this fairing is mounted the beacon typically in the form of a strobe / flasher. This keeps the beacon / flasher out of the airstream and improves the looks of the tail section.
