An altar call takes place at the end of a sermon. After the preacher is done speaking, he invites the people to come to the altar to pray about something in their lives, usually if the Lord has been speaking to them about whatever he's preached on.

Technically no. But, there is a table at the front of the church that is used to place the offering on and to serve the Lord's supper from. When there is a call for following Jesus at the end of the service that is referred to an altar call.
