No. The sperm which is injected into the uterus needs to be met by the egg coming from the ovaries. If the ducts are blocked, the egg can not travel to the uterus.

Uterine transplants have already been performed successfully. However the treatment is not commonplace since "not having a uterus" is not medically life threatening. (The cost of the treatment does not outweight the benefit). As far as I'm aware, artificial wombs (wombs grown in a lab from a person's DNA) have not yet been successfully produced (in a lab), let alone used in a patient.

Bionic is a made-up word of biologic and electronic, and uterus is the scientific name for the womb, where babies grow. So I'm assuming this would somehow be related to the idea of creating artificial wombs that babies could develop in.
