A directive is a pronouncement commanding or banning some
activity. A directive number is a number, a sequence of numbers, or
a sequence of letters and numbers assigned so as to be able to
identify and refer to a particular directive. Examples: "Homeland
Security Presidential Directive Number 1" or "Occupational Health
& Safety Administration Directive Number CPL 02-02-76"
