Palpitation is feeling ones own heart beat. The heart rate can be normal, increased or even reduced.

Tachycardia on the other hand is increased heart rate. It may or may not be associated with palpitation. Heart rate above 100 beats per min is tachycardia

I am 73, and my resting heart rate typically is 42-48 beats per minute. I am aware of no negative symptoms. Three times a week I do a power-walk of four miles, averaging about 12 to 12 1/2 minutes per mile, with no ill effects. My answer is "yes."



And I am a 29 y/o male, 173 cm in height of 100 kg with a resting heart rate of 39-45 (sleeping), and on an average week I do the following without any ill effects (no fatigue or anything):
- run 3-4 times (average distance of 3,5 km) - high intensity
- ride my bike 65-80 km - moderate-high intensity
- walk 20-25 km - moderate intensity
- 2-4x13 minutes on a rowing machine - high intensity
- moderate strength based exercises (push-ups, sit-ups, and the like) of probably 15-20 minutes spread out over the week

My answer is also "yes"
