Ang Brigandage Act ng 1902 ay isang batas na nagbabawal sa mga Filipino na magtayo o bumuo ng mga samahan at kilusang makabayan. The brigandage in the southern regions.

The poverty and the illiteracy of the lower classes especially those of Central and Southern Italy.

The backwardness of the agriculture, due in part, especially in the centre and south Italy, to the system of large estates.
