The dept. of the treasury did however establish the Federal Bureau of Narcotics in 1930. In 1968 the Federal Bureau of Narcotics merged with the Bureau of Drug Abuse Control (part of the U.S. dept. of Health, Education, and Welfare) to form the Bureau of Narcotics and Dangerous Drugs, the predecessor of the DEA. The DEA is under the U.S. Dept. of Justice.
