Never or not for a long time, in 2006 he said "coming soon" five years later theres nothing, Dav Pilkey is a very Lazy Author and takes many years to write short books. Its best to forget about book nine and re-read books 1-8 because that's all we have.

Captain Underpants is a children book by Dav Pilkey. The whole book is all comic strips with a few, flip page action deals. The book contains a lot of bathroom humor, and if you are looking for an educational book for your child, I do not recommend this, finding it rarely funny.
