If you are not subscribed to a cellular data service, you won't be able to access the internet. Most of the time, phones are not sold without a data plan.

To use a packet switched data service in a cellular network, such as GPRS, select Packet Data.

To use a circuit switched data service in a cellular network, such as HSCSD, select Data Call.
