You need to socialize her. Take her everywhere you can with you. Switch from a harness, which they will just lean into and pull, to a choke chain or a soft material choke chain. Leave the choke chain on only for taking her out on walks, etc. Try enrolling her in an obedience class near you. Before putting on the choke chain, make her sit in front of you (keep your voice calm, not excited) and put the choke chain on calmly, don't let her slink away, keep her in the sit position. Take her out for a walk or something fun right afterwards, give her a small treat after you put the choke chain on. She will eventually relate the choke chain to fun things and will wiggle all over when she sees it in your hands. I think an obedience class would be good for the both of you. Ask your local Humane Society where one is or your Veterinarian.

You shouldn't use a choke chain. They cause damage to a dog's neck and trachea. A leash/collar combination called a "gentle leader" is a better choice.
