For years Congress designated practically every week to commemorate something. A large number of bills enacted each session named a day, a week, or a month in honor of some worthy cause. Congress declared commemoratives for country music, diseases, ethnic groups, flowers, and sports. Although commemoratives often appeared to pander to special interests, members of Congress considered these resolutions a way to recognize groups that did good work or issues that deserved national attention. In 1995, the pressure of legislative business caused Congress to suspend the passing of resolutions declaring commemoratives, although individual members could still draw attention to causes in their own remarks in the Congressional Record.
