David A. Scott (born June 27, 1946), American politician, is a Democratic member of the United States House of Representatives since 2003, representing the 13th District of Georgia.

Early life and education

Scott was born in Aynor, South Carolina and attended high school in Daytona Beach, Florida. He received a bachelor's degree in finance from Florida A&M University, and a masters degree in business from the Wharton School at the University of Pennsylvania. Scott is a member of Alpha Phi Alpha, the first intercollegiate Greek-letter fraternity established for African Americans.[1]

Political career

Scott served in the Georgia House of Representatives from 1974 to 1982 and in the Georgia State Senate from 1982 to 2002. Scott was first elected to the U.S. House of Representatives in November 2002; he was re-elected in 2004 and 2006. He has been a member of Committee of Agriculture and several of its subcommittees since being elected to the House. Scott is a Blue Dog Democrat and a member of the New Democrat Coalition.[1]

Scott is a staunch advocate of a federal prohibition of online poker. In 2006, he cosponsored H.R. 4777, the Internet Gambling Prohibition Act[2] and voted for H.R. 4411, the Goodlatte-Leach Internet Gambling Prohibition Act.[3] In 2008, he opposed H.R. 5767, the Payment Systems Protection Act (a bill that sought to place a moratorium on enforcement of the Unlawful Internet Gambling Enforcement Act while the U.S. Treasury Department and the Federal Reserve defined "unlawful Internet gambling").

Business and campaign controversies

Since 1978, Scott has owned Dayn-Mark Advertising, which places billboards and other forms of advertising in the Atlanta area. Scott's wife, Alfredia, now heads the business. In May 2007, it was reported that the business owes more than $150,000 in back taxes and penalties.[4] Scott's campaigns have paid the company more than $500,000 since 2002 for office rent, printing, T-shirts, and other services. He has also paid his wife, two daughters, and son-in-law tens of thousands of dollars for campaign work such as fund raising and canvassing. In 2007, Scott was named one of the 25 most corrupt members of Congress by the political watchdog group Citizens for Responsibility and Ethics in Washington.[5]

Healthcare debate controversy

On August 6, 2009, Scott was confronted by a local doctor from his district concerning the debate on health care reform. The doctor, Dr. Brian E. Hill, asked Scott why he was going to vote for a health care plan similar to the plan implemented in Massachusetts "that is shown not to work" and if he supported a government-provided health care insurance option. Scott immediately accused the doctor who lives in Scott's congressional district of disrupting his event and of not being a resident of his district.

Follow-up questioning by local TV station WXIA-TV's news department interviewed the doctor and confirmed that the doctor did live in Scott's district.[6] Many in attendance at the event, stated that Scott engaged in a rant and accused the other members of the audience of not being residents of the 13th Congressional District. Scott also accused Dr. Hill on not calling Scott's office and setting up a meeting concerning health care. Dr. Hill indicated to WXIA that he did in fact call Scott's office several times for a meeting but was refused.[7]

David Scott has allegedly received death threats from protesters of President Obama's healthcare reform efforts.[citation needed] A swastika was found spray painted on his sign outside of his congressional office in his congressional district. An investigation is underway.[8]
