The decline, in absolute terms, of the total population of an area, more often brought about by out-migration than by a fall in fertility or excessive mortality. In the early 1980s, the areas of Europe experiencing the greatest losses of population were interior Spain and Portugal, southern Italy, northern Scandinavia, Scotland, and western Ireland, with less dramatic losses in the old industrial areas of Lorraine, Limburg, and the French Nord.
