is properly used to mean 'to make a diagnosis of' with the disease or problem as the object; passive uses predominate. Now, however, it is increasingly used with a person as object, usually followed by as with a verb participle:
He was diagnosed as having an anxiety neurosis—British Medical Journal, 1984
Tens of thousands of people are being incorrectly diagnosed with hayfever, asthma and even epilepsy—Bristol Evening Post, 2004.
At present, however, this use does not extend to things: you can diagnose clutch trouble in a car but you cannot yet diagnose a car as having clutch trouble.
