We can't tell. Dread can be used as an adjective, noun, or verb
(at least). You need a specific sentence containing it to tell what
part of speech it is.
Adjective: The Dread Pirate Roberts turned out to actually be
Westley.
Noun: He was filled with dread.
Verb: I dread these sorts of questions.
