No, a dog's hunting intinct is a part of their mind. Often times hunting breeds have too little instinct, or drive, which can be amplified with proper training. An inside dog that has not been brought up to hunt may not have the drive and determination that a dedicated hunting dog may have. Simply put, an inside beagle will not lose it's instinct, although in some cases it may be lowered slightly by sircumstantial situations.
