Accoridng to the Democracy Index, compiled by Newsmagazine "the Economist", Hungary is listed as a "Flawed Democracy" rating a 7.44 out of a possible 10; according to the Index a "full democracy" rates an 8 or higher.

the criterion for this rating are:

  1. "Whether national elections are free and fair";
  2. "The security of voters";
  3. "The influence of foreign powers on government";
  4. "The capability of the civil servants to implement policies".
This would indicate that Hungary has some improvements to make, but as a relatively newly democratic country is probably progressing in the right direction.
