ESL means English as a Second Language. Public schools need ESL programs. Public schools are seeing an increase in students who do not have an introduction to English upon arrival at the school. Their parents do not know English and do not speak English to them. The ESL program fits into public schools because when students get a foundation in the English language in the early grades, students are more likely to finish school, making the job of public schools much easier.
