Beginning in 1948, under the administration of President Harry
Truman, the Marshall Plan was implemented to help pay for the
restoration of war ravaged Europe. It was operated by the
transferal of funds into European accounts. The Europeans responded
by using much of the restoration money to purchase needed items
from the United States.
