The term ex rel is an abbreviation of the Latin phrase ex relative, which means “on the relation of.” When ex rel appears in the title of a Supreme Court case, it means that the legal proceeding was started by a government official in the name of the state or federal government but at the urging of a private individual with an interest in the issue of the case. For example, Illinois ex rel. McCollum v. Board of Education (1948) was a case brought by the state of Illinois against a local school board at the instigation of a private citizen, Ms. Vashti McCollum.

The term is a legal phrase most commonly used when a government brings a cause of action upon the request of a private party who has some interest in the matter. The private party is called the relator in such a case. Governments typically accept applications and commence litigation for ex rel actions only if the interest advanced by the private party is similar to the interest of the government. The term can also be used when a relative or party in privity brings suit on another person's behalf.
