if you are refering to alchohol then no they are not allowed to drink it at all if they are muslim there are some exceptions however for exaple if you are choking on something and there is no non alcoholic drinks around to help you swallow the thing you are choking on then you are allowed to drink but only enough to help u stop choking

if you mean any thing else that is halal then yes you are allowed but not between the fajir and maghrib prayer once maghrib time comes u are allowed to drinkj and eat untill fajir you can drink and eat during these times if u r sick there are other exceptions
