Any senator who objects to a particular bill can have the party leader place a “hold” on that bill. A hold suspends action and may freeze a bill for weeks or months. At the end of a session, when time is running out, such holds can kill a bill. Managers of the bill will try to negotiate with senators who have placed holds to make whatever changes they can agree upon. If they reach a compromise, the senator will notify the party leadership to lift the hold. Because the hold is an informal arrangement, the leadership can decide at any time to ignore the hold and bring the legislation to the floor. However, the bill's managers know that the senator who placed the hold might object to any unanimous consent agreements and might even launch a filibuster or other delaying tactics. Senators sometimes place reciprocal holds on each other's bills so they can offer to lift one hold in return for lifting the other.
