Most people had a very localized sense of identity. The current idea that you retain your culture and beliefs when you move from place to place did not exist at that time. As a result, forcibly deporting people also took away their identities and their gods, making them much less likely to rebel. The Assyrians did it to the Arameans, Phoenicians, Israelites, Hattis, Hurrians, and Urartu (who were in their conquest area).
