In the cleaning validation using Ion Mobility Spectroscopy we have made standards of hydrocortisone (varying concentrations) in isopropyl alcohol (IPA). Take hydrocortisone add a bit of IPA (approx 10 - 20 mL), vortex for 5 mins and make up the solution to the required strength.

Hydrocortisone will not treat a yeast infection, and can make it worse.

Depending on the type of rash, hydrocortisone might just work.

You can use hydrocortisone cream on a cat but they will end up licking it off and that's not good. There is a hydrocortisone spray that is specifically made for animals that is much safer to use.
