Swelling of the ureter, which always accompanies hydronephrosis,
is called hydroureter. Hydronephrosis implies that a ureter and the
renal pelvis (the connection of the ureter to the kidney) are
overfilled with urine.

Hydronephrosis is when a kidney becomes enlarged due to an
obstruction of the urinary tract. To correct it depends on where
the obstruction is, but circumcision is certainly not
necessary.
