This statement is not correct. Isokinetic is a word used to describe exercise in which the movement is kept at a constant speed. No matter how much force is applied the speed stays the same. This means that a joint moves in isokinetic exercise but at a constant speed.

If there is no joint movement then the exercise is called isometric

I have never seen them called that but the mechanism is similar if the exercise is of an ascending strength curve.

No they are not isokinetic as the bands give linear altering resistance through range. An isokinetics machine alters it's resistance in relation to the torque level it receives in real time. In essence an isokinetics machine gives less resistance as you get tired. Bands can not do this
