US Government Guide: junkets

The press often criticizes members of Congress who travel abroad at government expense for taking “junkets.” The term implies that the trip is as much or more for personal pleasure as for official business and is just another congressional perk, or privilege of office. Indeed, the origin of the word junket suggests a good time: it comes from an old English word, jonket, for the woven reed baskets used to carry foods for picnics and other outings. Some members travel more frequently than others, but most congressional travel is related to the members' committee assignments, including military policy, foreign relations, international commerce, and interparliamentary activities (that is, meetings with legislative branches in other countries).

To explain the purpose and findings of their trips to the public, members usually prepare a formal report for publication after their return. Advocates of congressional travel argue that regardless of the official reason, international travel is useful because it allows members to escape from parochialism (cultural and geographic narrowness) and broaden their perspectives on the world issues upon which they must vote.
