the first "official" afro-Cuban recording was "tanga" (slang for marijuana) made my machito and his afro Cubans. the question as to when afro-Cuban jazz was created is difficult to answer because it deals with a sound and styles that are not specifically commercialized music. i imagine that the first afro-Cuban sounds were spiritual- dealing with the union of africans and Cubans as a result of cuba being part of the trans-Atlantic slave trade.
