Animals are not granted the legal protection of the law, except
where it is considered abusive or immoral. Even then, laws
concerning animals vary greatly by location and culture. But humans
make the laws, and they are designed to provide the foremost
benefit to humans.
In the Earth's food chain, it cannot be said to be "immoral" or
"unethical" for one animal to kill or consume another. These are
strictly human concepts.
