You should understand that the word civilization means a culture that exists in cities. Tigers do not form their own cities. You might find a tiger in a city, if that city has a zoo, but it would be a human city, and a zoo run by humans, not by tigers. Tigers, therefore, do not have a civilization.

However, there is a science fiction series by Larry Niven, the "Known Space" series, which includes a race of intelligent tigers (or tiger-like creatures) known as the Kzin, and they do have cities. So tiger civilization does exist, if only in the imagination.
