Lavrentiy Beria was the head of the Soviet Ministry of the
Interior and of the secret police from late in 1938 till 1946. He
remained very influential in Soviet politics till shortly after
Stalin's death in 1953.

the infamous Lavrentiy Beria.

Stalin was too paranoid to name a second in command but the nearest equivalent would be Lavrentiy Beria who was in charge of the NKVD which was the secret police .
