It is important to understand that most surname are not associated with Coats of Arms for the simple reason that Arms were something that only the nobility had any use for, and the vast majority of people were not nobles. In addition, Arms were specific to an individual, not to a family.

Since Mexico is a republic and has not modern nobility, it is unlikely that there would be a list of the arms associated wit surnames.

In the Middle Ages, coats of arms were used exclusively by the nobility on flags and armour. Fishermen would not have coats of arms.

Every Territory, Country or State Joining an official IGO(Inter-governmental organization) like the UN can have a symbol or coat of arms.

Among people, it was usually the nobility who had coats of arms.
