I don't know about all governments but the US government claims to have no knowledge of UFOs or alien beings. But UFOlogists (people that study UFOs) have classified 4 distinctly different types of aliens.

For UFOlogists who study the connection of crop circles and UFO sightings there does seem to be some validity to the theory that they are related in some way. There is a high incident of crop circles the day after a UFO is sighted the night before.

What you're thinking of is a UFOlogist, and there are no qualifications as it's not an actual scientific field, it's simply civillian research of the phenomenon. I recommend a basic understanding of UFO's, the history of UFO reports, and a neutral stance - most real UFOlogists don't jump to conclusions when investigating them.
