Not exactly…a master plan is the main plan to follow.

A master plan is one which will be executed until the end of a project and a concept plan is a plan which can under go many changes before becoming a master plan.

Master Plan - album - was created in 1990.

Master plan has to do with arrangements of built environment or cities should be developed. While structural plan is a framework which guide the development or redevelopment of an area by defining the future development.

DENR's plan master is to plant more trees. So that there will be no floods. :)
