The best science fiction world is one that:

  1. Conforms rigorously to scientific principles
  2. Has lots of details
  3. is more than just a little unusual (or else it's boring)
  4. provides a good back-drop for a story to take place in. ie. The dynamics of the world are involved in the plot, theme, mood, character development, et al. of the story. (else it doesn't warrant the fiction half of the definition.
There are plenty to chose from, but if I would have to pick one I guess I would go with Mesklin, of the story 'Mission of Gravity' by Hal Clement.

Criticism and competitive nominations are expected.
