A macroburst and a microburst are similar events, but a
macroburst exceeds 2.5 miles in diameter.

A tornado does not produce a microburst, they are two different
things.
A microburst is a powerful downdraft in a thunderstorm that
spreads out when it hits the ground, producing very strong,
damaging winds that can equal those of a tornado.

The strong winds of a microburst may spray or splash some water
out of a swimming pool, but other than that, no. Unlike a tornado,
air in a microburst does not travel upwards.
