Yes elliptical trainers a very good for cardio. The ellipticals without handles still offer a wide range of exercise. This will still give you a nice full workout.

Honestly, you get what you pay for. I would skimp on the "cheap" form or workout equipment and get a nice solid and sturdy one that way you only have to purchase it one time and not worry about it breaking down every other day.

A heart rate monitor isn't necessary, it's simply a nice thing to have but won't impact your workout at all.
