If I'm not mistaken Ben Franklin said "In this world nothing can be said to be certain death and taxes"
One of the most famous quotations by Benjamin Franklin is: "In this world nothing can be said to be certain, except death and taxes." The source of this oft-cited quip is a letter Franklin wrote to French scientist Jean-Baptiste Leroy on November 13, 1789. Franklin wrote the letter in French, which he spoke, read and wrote fluently.
