An agreement signed on April 16, 1856, at the Congress of Paris to codify international maritime law. The first attempt to establish such a law, it prohibited privateering, allowed a neutral flag to protect an enemy's goods except for war contraband, prohibited the capture of neutral goods when under an enemy's flag, and specified conditions for the use of blockades.
