In current usage, prohibit can be followed either by a noun or pronoun denoting the thing prohibited (The UN Declaration calls on all countries to prohibit all forms of human cloning) or by a noun or pronoun denoting the person prohibited, (or preceded by it in passive constructions), followed by from + verbal noun (Army officials are prohibited from discussing the case). It is no longer possible to use a to-infinitive (as it is with forbid): ☒ Army officials are prohibited to discuss the case.
