No, he's a Republican...by name only though. He is closer aligned with the Democratic platform than he is with the Republican platform.

Nelson Rockefeller was nominally a Republican, of the variety often called "RINO" or "Republican In Name Only" or "Country Club Republican". His political views were essentially the same as those of a "moderate democrat".
