U.S. Government agency created by Congress in 1989 to (1) issue Bailout Bonds and raise industry funds to finance activities of the Resolution Trust Corporation (RTC) and (2) merge or close sick institutions inherited from the disbanded Federal Savings and Loan Insurance Corporation (FSLIC). See also Office of Thrift Supervision (OTS).
