This makes no sense. If an owner has a contingent offer accepted with a Right of First Refusal and he gets another offer that is satisfactory, he then goes back to the person who has the Right of First Refusal and tells them to step up or get off.

If they decline, then he can sell to offer #2 since contract one should be notified that their offer has been terminated by the Seller.
