(2002) A peace plan proposed by George W. Bush and supported by the Middle East peace quartet, consisting of the USA, Russia, the EU and the UN. The plan called for the phased introduction of a peaceful settlement between Israel and Palestine, beginning with an end to Palestinian attacks on Israel and the holding of Palestinian elections. The plan called for a cessation of Israeli settlement construction in the occupied lands, and a wide-ranging international settlement on borders, the question of refugees, and water resources. The plan was accepted by Israel and the Palestinian authorities. However, Israel continued to construct settlements undisturbed, while the Palestinian authorities were too weak and insufficiently willing to assert authority over Palestinian groups launching attacks on Israel. The plan was thus never seriously put into action, though it continued to be significant as a reference point for peace activists.
