It depends on why the shoes are "smelly". If it's because your
feet sweat a lot, you can spray your feet and the inside of your
shoes with a mineral salt spray (found at health food stores). Or,
you can make your own salt spray: just mix about 1/4 cup regular
table salt with a quart of warm water and pour in a spray bottle.
The salt acts as a safe, natural drying agent. Salt also helps kill
bacteria, which is what causes the odor. When you spray the inside
of your shoes, be sure to give the salt water time to dry
completely before wearing. You can spray them at night before
wearing them the next day. Another thing you can try: brew some
regular tea a little stronger than you would for drinking (such as
Lipton) and soak your feet in it. The tannins in the tea act as a
drying agent also. But I would not spray shoes with it.
